RAND is seeking a Facilities Operations Analyst that will be responsible for identifying inefficiencies and issues within organizational processes and collaborating with staff and management to implement effective solutions. This role requires a keen analytical mind and strong problem-solving skills to optimize workflows and enhance operational efficiency. Their role is centered around process improvement through informed decision-making with the use of data analysis. This position is responsible for monitoring project progress, providing detailed updates, and facilitating communication between stakeholders to maintain alignment and efficiency. The Facilities Operations Analyst organizes project logistics, coordinates tasks among team members, and ensures that all team members have the necessary resources to complete assignments effectively. By managing critical details and fostering collaboration, the Facilities Operations Analyst contributes to operational efficiency and supports broader organizational goals through meticulous coordination and proactive problem-solving.

May perform any or all of the following duties:

  • Conduct comprehensive assessments of organizational workflows to identify gaps where formal processes are absent or underdeveloped.

  • Interface with managers and support staff within WSRE as well as other support service departments to formulate, define, and implement improvements to business processes and operations to solve problems and enhance productivity/effectiveness. Take initiative in designing, documenting, and implementing new, efficient processes to address these gaps.

  • Proactively identify and analyze areas within existing processes that are underperforming or inefficient, utilizing data-driven insights and cross-functional collaboration to pinpoint root causes of issues. Develop and propose targeted solutions to optimize workflows, enhance productivity, and drive continuous improvement across the organization.

  • Review and evaluate Request for Proposals (RFPs) as directed, ensuring accuracy, completeness, and adherence to organizational standards. Provide constructive feedback and guidance to improve the quality and effectiveness of RFP submissions. As needed, gather and analyze specific data points for select RFPs as directed by senior management. Compile and present this information in a clear, concise format to support informed decision-making processes. Collaborate with team members to refine RFP strategies and enhance the overall quality of proposals.

  • Calculate quarterly Space Charge reports for research adjunct space. Interface with RSMs to ensure accuracy of seat assignments. Send Space Chart reports to Division managers for approval and get their plans for the next quarter. Send reports to accounting for proper credit each quarter.

  • Manages contract relationship with outsourced vendor, including scope and strategic direction of system development. Sets priorities and coordinates project implementation activities across FS and with IS

  • Other duties as needed.

Qualifications

  • Experience with Microsoft Office suite, strong excel skills.

  • Excellent communication and interpersonal skills.

  • Ability to think critically and creatively and a track record of successfully implementing process improvements in a collaborative environment.

  • Ability to work independently; perform team leadership and collaboration.

  • Experience with contract and budget management.

  • Excellent trouble shooting and problem resolutions skills; analytical skills in identifying problem areas.

  • Working knowledge of space management standards and processes.

Experience
Minimum of 3 years related experience

Education

Minimum: Bachelor's degree; Preferred: Master's degree

Security Clearance

Current possession of a U.S. security clearance, or the ability to obtain a U.S. security clearance, is required.

Salary Range: $88,000-$130,900

RAND considers a variety of factors when formulating an offer, including but not limited to, the specific role and associated responsibilities; a candidate's work experience, education/training, skills, expertise; and internal equity.The salary range includes base pay plus RAND's sabbatic pay (which provides additional compensation above base pay when vacation is taken).
