MANAGER, JETPORT
Job Description
PURPOSE SUMMARY: Incumbent is responsible for the management, promotion, coordination, and supervision of the daily operations of the Doña Ana County International Jetport.
ESSENTIAL DUTIES

Administer policies and procedures to operate the Jetport in compliance with County, state, and federal regulations and in accordance with the Jetport Layout Plan, the County’s Strategic Plan and Capital Improvement Plan.

Review Jetport operations to determine the efficiency and effectiveness of services and/or programs. Coordinate activities, services, and programs with other agencies, partners, departments, and/or other applicable parties; serve as lead when assigned.

Recommend, negotiate, and administer contracts with concessionaires and prospective users of Jetport facilities.

Initiate and monitor the progress of special studies.

Oversee and monitor service contracts and procurement processes, including Requests for Proposal (RFPs), bids, and vendor selection. Evaluate contractor performance, service quality, and associated costs; negotiate and manage contracts; and provide oversight of consultant services.

Facilitate long-range planning efforts and develop team and individual work plans accordingly.

Provide traffic advisory service, monitor air and ground traffic for safety compliance.

Responsible for the collection of current and past due lease payments.

Respond to aircraft and related Jetport emergencies; close affected areas of the jetport; issue Notice to Airmen (NOTAMS); serves as on-scene commander until relieved; report to FAA. Notify proper emergency response organizations and provide assistance and coordination in the event of an emergency.

Recommend implementation of aviation services in the County; propose modifications, improvements, and development of Jetport facilities and manage the maintenance program.

Develop, recommend, and administer a fee schedule for the use of Jetport facilities and services. Establish and direct the enforcement of Jetport operating rules; interpret and enforce local, state, and federal rules and regulations governing the use of Jetport facilities and services.

Manage grant applications for capital outlay projects; participate in long and short- range planning for Jetport development, operations, facilities, and policies; conduct studies to determine usage and assess need for improvement; promote safety in Jetport operations and services.

Participate and provide expertise to the Jetport Advisory Board. Prepare periodic and special reports regarding Jetport operations, activities, and finances; maintain accurate records and files.

Represent the department and/or the County to the public, other agencies, and regional and sub-regional committees. Conduct public meetings, make presentations, and respond to requests for information.

Work actively to foster community relationships and demonstrate the value of the Jetport as a public and community asset. Respond to and resolve sensitive and/or complex questions or concerns from the general public, partners, business community, and staff. Respond to inquiries and concerns from citizens and government authorities.

Attend, chair, and conduct a variety of meetings; serve on committees as requested; make presentations to the Board of County Commissioners; represent the department and make oral presentations at meetings, inter-agency meetings, conferences, and other events.

Prepare and develop budgets and allocates resources, which may include capital improvement program budgets; monitor revenues; monitor and approve expenditures in accordance with policies and principles of sound fiscal management.

Develop and maintain analytical tools for audit and control of programs and to attain revenue targets. Manage finances for grant and partnership programs. Develop and implement cost recovery strategies; and internal and external functional coordination for the Jetport.

QUALIFICATIONS.
A. Education. Bachelor’s Degree in Airport Management, Public or Business Administration
or a related field is required. A master’s degree in Airport Management is preferred.
B. Experience. Five (5) years of related experience, including two (2) years of management level experience is required.

D. Licenses/Certifications Valid driver’s license. Must maintain a valid driver’s license and an acceptable driving record in accordance with County policy. Accreditation as an Accredited Jetport Executive and Certification as a Jetport Certified Employee in Operations preferred. A Pilot’s license is also desirable, but not a condition for hire.
E. Other (e.g., post-offer medical exam, polygraph, background check, driver’s license
record, etc.). Must pass pre-employment background check and driving record check.

Compensation Range
$81,328.00 - $132,704.00
