Planner

JOB SUMMARY:  The Planner operates as a part of a team of service development planners responsible for planning functions associated with the optimization of existing and new multi-modal transit services provided by the Delaware Transit Corporation (DTC). The incumbent focuses on specific geographic areas within the state but will be expected to work jointly on projects in all geographic regions.

ESSENTIAL FUNCTIONS:

Position Specific:

• Evaluate subdivision plans to ensure transit considerations are met
• Evaluate highway construction plans to determine the effect on current or planned transit operations
• Assist in the development and implementation of alternative transit delivery systems
• Assist in the development of the annual service plan to ensure optimal allocation of resources
• Responsible for reviewing and analyzing statewide fixed route productivity to develop recommendations for the biannual service change proposals

Technical Skills:

• Utilize service analysis data and established performance criteria to analyze existing service and make recommendations for the allocation of resources
• Conduct technical research relevant to service development and delivery
• Interpret fixed route data related to service changes
• Compile, organize, research, assemble and review data for public distribution
• Assist in analysis of service change to determine community impacts in accordance with Title VI 

Collaboration:

• Work with internal and Delaware Department of Transportation (Del DOT) staff to develop the Annual Service Plan
• Work with external stakeholders, Del DOT Planning, local MPO’s, as multi-modal transportation plans are developed
• Participate on internal and external committees to provide planning expertise

Compliance

• Ensure adherence to all corporate, federal, state and local planning processes

QUALIFICATIONS: The Planner requires knowledge of the principles of transportation and/or transit planning; attractions and locations that generate patronage and define the markets to be served; basic statistics; measures of transit effectiveness used to assess route performance. Knowledge of federal, state and local planning processes. The Planner must be able to work effectively in a group environment. Experience in coordinating is important. The ability to manage the application of current and evolving information technology to the workload is also required.

COMPUTER SKILLS:  Demonstrated proficiency in Microsoft Office software products specifically Excel, Power Point and Word and Geographic Information Systems (GIS) software programs. Use of computer technology to support statistical analysis of problems and generation of documents is required.

CUSTOMER SERVICE SKILLS:  Strong interpersonal skills to foster teamwork and create positive connections with customers. Ability to meet goals to increase efficiency and improve customer service.

MINIMUM EDUCATION AND EXPERIENCE:   Bachelor’s degree in Urban Planning, Economics, Political Science or related field or One (1) to three (3) years’ experience in the application of planning in a public service and transportation focused environment.

LANGUAGE SKILLS:  Excellent verbal and written communication skills. Ability to read, analyze and interpret common business journals and financial reports. Ability to respond to inquiries. Ability to produce written and/or oral reports and to create and present information. Bilingual is a plus.

MATHEMATICAL SKILLS:  Ability to analyze and interpret data from various sources. Ability to work with general mathematical concepts. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations.

REASONING ABILITY:  Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to maintain a level and appropriate business demeanor.

Salary/Compensation: $53,194 - $66,493 per year
