JOB SUMMARY: The Planner operates as a part of a team of service development planners responsible for planning functions associated with the optimization of existing and new multi-modal transit services provided by the Delaware Transit Corporation (DTC). The incumbent focuses on specific geographic areas within the state but will be expected to work jointly on projects in all geographic regions. ESSENTIAL FUNCTIONS: Position Specific:

Performs other duties as requested by Senior Management QUALIFICATIONS: The Planner requires knowledge of the principles of transportation and/or transit planning; attractions and locations that generate patronage and define the markets to be served; basic statistics; measures of transit effectiveness used to assess route performance. Knowledge of federal, state and local planning processes. The Planner must be able to work effectively in a group environment. Experience in coordinating is important. The ability to manage the application of current and evolving information technology to the workload is also required. SKILLS AND ABILITIES: Demonstrate strong motivational, time management, problem-solving and organizational skills. Ability to set priorities and present and speak publicly. Ability to be detail-oriented. Ability to work independently under general supervision. Ability to exercise independent judgement and to keep information confidential. COMPUTER SKILLS: Demonstrated proficiency in Microsoft Office software products specifically Excel, Power Point and Word and Geographic Information Systems (GIS) software programs. Use of computer technology to support statistical analysis of problems and generation of documents is required. CUSTOMER SERVICE SKILLS: Strong interpersonal skills to foster teamwork and create positive connections with customers. Ability to meet goals to increase efficiency and improve customer service. MINIMUM EDUCATION AND EXPERIENCE: Bachelor’s degree in Urban Planning, Economics, Political Science or related field or One (1) to three (3) years’ experience in the application of planning in a public service and transportation focused environment. REQUIRED CERTIFICATES/REGISTRATIONS: N/A LANGUAGE SKILLS: Excellent verbal and written communication skills. Ability to read, analyze and interpret common business journals and financial reports. Ability to respond to inquiries. Ability to produce written and/or oral reports and to create and present information. Bilingual is a plus. MATHEMATICAL SKILLS: Ability to analyze and interpret data from various sources. Ability to work with general mathematical concepts. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations. REASONING ABILITY: Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to maintain a level and appropriate business demeanor.
