POSITION SUMMARY
The Senior Director, Finance, under the direction and oversight from the Chief Operations & Finance Officer, provides leadership and operational oversight for CHA’s finance department, long- and short-term investments, retirement plans, budgeting, financial modeling, and reporting functions. This position also leads Production and Facility Services (St. Louis and DC), working across departments to enhance workflows, systems, and financial data integrity. The role manages cross-functional teams, supports governance through committee work, and serves as a key liaison to external auditors, advisors, and CHA’s investment and retirement plan administrators. The position contributes to organizational strategy through analytical insight and process innovation and supervises a multi-disciplinary team.
ESSENTIAL FUNCTIONS
- Provide direct leadership to the Finance Department and staff and oversight of Production and Facility Services.
- Lead long-range financial planning, capital budgeting, and operational budget development activities.
- Manage financial reporting processes, including internal statements and external disclosures.
- Oversee and administer CHA’s short—and long-term investment portfolios in accordance with the board-approved investment policy and approved advisors.
- Serve as primary administrator for CHA’s retirement plans and support fiduciary oversight and analysis for related committees.
- Support Chief Operations & Finance Officer in the preparation of financial reports and materials for the Finance Committee, Audit and Compliance Committee, and Board of Trustees.
- Coordinate annual independent audits, Form 990 and 990-T preparation, and compliance with IRS and GAAP requirements.
- Lead/co-lead cross-functional initiatives including pricing, budgeting, data analysis, and member engagement strategies.
- Drive process improvements and automation initiatives in financial reporting, inventory, contract management, and production workflows.
- Maintain and enforce CHA’s internal financial policies, including expense reimbursement guidelines.
- Collaborate with external providers and advisors, including insurance carriers, consultants, auditors, and investment managers.
- Oversee non-benefit insurance programs and coordinate policy renewals and risk mitigation strategies.
- Coordinate CHA’s dues billing and collection process in collaboration with the Member Relations team.
- Support annual initiatives such as the CHA Assembly and respond to urgent organizational issues as needed.
- Conduct staff financial briefings and educational sessions and stay informed of emerging financial and operational trends.
HOME OFFICE LOCATION St. Louis, MO, with the ability to work from home, subject to CHA’s policies on flexible work arrangements.
QUALIFICATIONS
- Bachelor’s degree in accounting, finance, or related field
- 7-10 years of progressive finance, investment, and budgeting experience
- 5+ years of supervisory experience across multiple functions
- CPA license and/or CFA charter holder preferred
- Advanced Excel skills and proficiency with accounting and ERP systems
- Strong written and verbal communication skills
- Ability to synthesize and explain complex financial data to non-financial audiences
- Strong project management, analytical, and cross-functional leadership skills
- Experience in vendor management and contract review
