SUNY Broome Community College is currently seeking a Personnel Specialist to join its Human Resources Office. This position will support the Human Resources Office in a wide range of personnel and administrative functions and reports directly to the Assistant Vice President for Human Resources & Student Finance.
This is an in-person, full-time, 12-month position, with a standard workweek of Monday through Friday.
Responsibilities include, but are not limited to:
- Responding to routine inquiries from employees regarding human resources matters, such as policies, benefits, benefits eligibility, contractual matters, employment status, and verification of employment.
- Assisting with front-desk operations, including answering phones and welcoming walk-in visitors.
- Coordinating employee leaves of absence (paid and unpaid), including medical leaves, promotional leaves, and those covered under the Family and Medical Leave Act (FMLA). This will involve managing documentation, contacting medical providers, and verifying available leave time while ensuring compliance with civil service regulations, FMLA, and collective bargaining agreements.
- Supporting the Affirmative Action Officer and serving as backup support for employment searches, as needed.
- Verifies accurate documentation leading up to the hiring of a new employee. May extend offers of employment and prepare appointment letters.
- Overseeing the onboarding process for new hires, ensuring timely completion of all required documentation and orientation sessions.
- Coordinating and monitoring the employee exit process, including union notifications, Information Technology (IT) access termination, and clearance forms.
- Tracking temporary grant-funded appointments for timely renewal or termination.
- Responsible for the employee background check process.
- Manages the hiring process of part time unrepresented (non-union) hourly employees.
- Assisting with the evaluation and review of job descriptions.
- Assists in research and review of policies and procedures; making recommendations for updates or improvements.
- Participating in webinars and seminars to support the department's compliance with federal and state regulations.
- Preparing reports and recommendations for the Assistant Vice President on a variety of personnel matters, including compensation, salary benchmarking, benefits, staffing patterns, etc.
Requirements:
Education & Experience
- An Associate's degree and a minimum of two (2) years of experience in human resources, personnel, business, or public administration is required.
- A Bachelor's degree is preferred.
- A total of four (4) years of related experience is required if the highest degree attained is an Associate's.
Professional Experience
- A minimum of two (2) years of experience involving personnel transactions, administrative and/or academic responsibilities, is required.
- Preference will be given to candidates with previous experience in an educational or academic setting.
Skills & Abilities
- Demonstrated ability to exercise a high degree of discretion, sound judgment, and professionalism when handling confidential and sensitive information.
- Strong interpersonal skills with the ability to work independently as well as collaboratively within a service-oriented team environment.
- Excellent organizational, planning, and time-management skills with strong attention to detail and the ability to meet deadlines effectively.
Technical Proficiency
- Working knowledge of Microsoft Office (Excel, Word, Outlook) is required.
- Experience with computer systems such as Banner, Argos, and Interview Exchange is preferred.
Must be eligible to work in the United States without a visa sponsorship.
Additional Information:
The annual salary for this position is $57,948, commensurate with experience and qualifications.
Offers of employment will be conditional based upon the results of a satisfactory, required pre-employment Standard Background Check.
