- Bachelor’s degree in Information Technology or a related field (Master’s degree preferred)
- Minimum of eight (8) years of progressively responsible managerial and leadership experience in technology, including four (4) years in a senior management capacity with a comparable organization, or an equivalent combination of training and experience
- Demonstrated expertise in digital strategy, application development (pro-code and low code), data engineering/analytics, database administration, and digital innovation
- Strong understanding of eGovernment platforms (e.g., Civic Plus, Granicus, Prime Gov), workflow automation, and the Microsoft 365 ecosystem (Share Point, Teams, Power Automate)
- Proven experience leading diverse teams, managing managers, and guiding organizational change
- Excellent communication, stakeholder engagement, and vendor management skills
- Deep knowledge of data governance, data quality, and cybersecurity best practices
- Track record of delivering complex digital projects on time and within budget
- Relevant certifications (e.g., PMP, ITIL, Microsoft, data governance) are highly desirable
- Pre-employment drug testing and FBI criminal background check required.
- This position is subject to working in high security areas governed by the US Department of Justice’s “Criminal Justice Information Services (CJIS) Security Policy” and therefore requires successfully passing a more stringent criminal background check. Must be a US citizen or have been a lawful resident of the US for the past ten consecutive years.
Duties

- Provide strategic leadership and vision for the Digital Services Division, setting priorities in alignment with the county’s strategic blueprint, department’s mission and the CIO’s direction
- Oversee and manage eGovernment Services (website development, Share Point and Teams automation, automated workflow forms), Application Development (pro-code and low code), Data Engineering, Visualization & Analysis, Database Administration, and Digital Innovation & Emerging Technologies
- Lead digital transformation efforts, championing the adoption of emerging technologies and best practices
- Supervise and develop subordinate managers and professional staff, providing coaching, performance management, and professional development opportunities
- Ensure effective delivery and continuous improvement of digital services, maintaining high standards of quality, security, and customer satisfaction
- Oversee project portfolios, ensuring timely delivery, resource optimization, and measurable outcomes
- Establish and monitor key performance indicators (KPIs), service level agreements (SLAs), and operational metrics for all division functions
- Develop and manage division budgets, ensuring cost-effective use of resources and alignment with strategic priorities
- Act as a primary liaison between the division, other IST teams, county departments, and external vendors & consulting partners to ensure alignment and integration of digital initiatives
- Facilitate cross-functional collaboration to drive digital transformation, process automation, and data-driven decision-making
- Ensure compliance with data governance, privacy, accessibility, and cybersecurity standards across all digital platforms and services
- Develop, implement, and enforce policies, procedures, and controls to safeguard digital assets and sensitive information
- Represent the IST Digital Services Division, providing updates, recommendations, and strategic insights to the county CIO, IST senior leadership, and IST team members
- Perform other work as required.
