End Date: June 3, 2025 Job Description PURPOSE SUMMARY. Assist with the management and oversight of the operations and staff of the office, coordinate the emergency operation plan elements, serve as a Section Chief during activations, and alternate with the Manager to fill the role of the Emergency Operations Center Director during disasters/incidents involving multiple operational periods. ESSENTIAL DUTIES. 1. Assist the Manager in ensuring that all relevant Chief Elected Officials, Managers, Department Heads, and Emergency Response Agencies have the requisite knowledge and understanding of the liability and legal issues of emergency management, as well as their responsibilities during emergencies in the County under the general direction of the Assistant County Manager. 2. Manage assigned aspects of the homeland security, disaster recovery, and emergency response planning functions of the County. 3. Serve as a representative from the Office of Emergency Management to the Dona Ana County Local Emergency Planning Committee (LEPC). 4. Either respond to the scene of a disaster as a liaison or stand up at the Emergency Operations Center when needed. 5. Serve as a Section Chief in the General Staff of the Incident Command, as directed. 6. May be assigned to fill a role in the Command Staff of the Incident Command. 7. In the absence of the Manager, serve as the Emergency Operations Center Director, and in said role:

Assist the Manager to ensure that the County, municipalities, facilities, health and public safety departments, media relations, engineering and roads, utilities, floodplain management, and community groups fulfill required responsibilities for planning emergency responses to chemical, biological, radiological, and nuclear events; other hazardous materials incidents; weather emergencies and other natural disasters; and other emergencies. 9. Assist in the updating and annual maintenance of the All-Hazard Emergency Operations Plan and resource manual, to include assuming responsibility for certain sections/segments. 10. Assist in the development and updating of the Threats and Hazards Identification and Vulnerabilities Analysis (THIRA). 11.Develop, plan, and facilitate tabletop, functional, and full-scale exercises. 12. Conduct inspections of Tier II hazardous materials facilities and perform enforcement actions as necessary for violations. 13. Assist in the development and dissemination of information to the general public pertaining to all-hazard preparedness issues. 14. Perform on-call duty, on a rotational basis. Must be available 24 hours a day, 7 days a week during that period. 15. May be required to remain on duty for extended periods in the event of an emergency/disaster. 16. Responsible for knowing and abiding by all office and county policies and procedures. 17. In the absence of the Manager, or as assigned, serve as the unit coordinator for the Southern New Mexico Medical Reserve Corps. ADDITIONAL DUTIES. Other related duties may be assigned. QUALIFICATIONS. A. Education. Bachelor's degree in Emergency Management or related field. B. Experience. Three (3) years of increasingly responsible experience in the emergency management field performing tasks such as planning, logistics, operations, and finance; providing training in emergency management topics; responding to hazardous material incidents or critical incidents. Experience serving as a Section Chief, Incident Commander/Unified Command, or EOC Director during a state or federally declared disaster is preferred. Experience coordinating or running a shelter operation is desirable. C. Education/Experience substitution. In accordance with County policy. D. Licenses/Certifications.
