Senior Inspector/Plans Examiner - Community DevelopmentJob Description PURPOSE SUMMARY. Under general supervision of the County Building Official, responsible for supervision, scheduling, and reviewing daily workload for the inspector staff to include overseeing inspections, plan review and coordinating the field operations of the division. Provide oversight and ensure duties are performed in accordance with applicable laws, ordinances and building regulations. Perform a variety of the most complex inspection services and assist the building official in planning and directing division activities, with an emphasis on building inspections; perform inspections for the full range of construction development projects. ESSENTIAL DUTIES. 1. Serve in the absence of County Building Official.
2. Supervise building, electrical, and plumbing/mechanical inspectors.
3. Examine plans and blueprints for compliance with building, electrical, mechanical and plumbing codes, access requirements, and zoning ordinances.
4. Provide customer service and respond to requests for information; consult with and provide recommendations and suggestions to the public and other county employees/officials regarding plans and specifications; interpret, apply, and explain codes and regulations.
5. Maintain records and files associated with plan review process, problems, and permits; prepare periodic reports and conducts surveys as required.
6. Build and maintain working relationships with other departments and agencies. Work closely with other agencies in review process such as flood, fire, engineering and planning.
7. Interpret, apply, and enforces the provisions of land development codes, life/safety codes, accessibility standards, and other applicable federal, state, and local codes, laws, rules, regulations, specification, standards, policies and procedures.
8. Perform residential and commercial inspections as needed. ADDITIONAL DUTIES. Other duties may be assigned. QUALIFICATIONS. A. Education. Bachelor’s degree in Engineering, Architecture, Construction Technology, or related field. B. Experience. Five (5) years' experience in building inspection, plan examination, code interpretation, and/or general building construction. Two (2) years of supervisory experience required. Bilingual (English/Spanish) preferred. C. Education/Experience substitution. In accordance with County Policy. D. Licenses/Certifications. A valid driver's license and must maintain a satisfactory driving record in accordance with County policy. Must either have or be able to obtain with-in one (1) month of hire a NM CID General Building Inspector Certification, plus a NM CID Electrical Inspector Certification or Plumbing/Mechanical Inspector Certification with-in nine (9) months of hire. Must possess or obtain an ICC plan review certification within six (6) months of the date of hire. Must possess the appropriate ICC/IAPMO certifications to correlate with the NM certifications Residential/Commercial with-in nine (9) months of hire. Additional ICC/IAPMO and NM CID inspection certifications preferred. E. Other (e.g., post-offer medical exam, polygraph, background check, driver's license record, etc.). Must pass a background and driving record check. KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION: Must have knowledge of: Methods, materials and equipment used in building projects; principles and practices of building inspection and plan review; building construction methods, materials and design standards; Federal, state and regional building, plumbing, electrical, mechanical and accessibility codes; thorough knowledge of ICC, IAPMO and NEC adopted codes; applicable laws, standards and regulations relating to building inspection and safety; County zoning and building codes; principles of record keeping and records management; business and personal computers standard business software applications; County organization, operations, policies and procedures. Must have skills in: Read and interpret complex plans and specifications, and communicate technical requirements to architects, engineers, contractors, developers and the general public; read, interpret, understand and apply building standards and procedures, applicable Federal rules and regulations, and County policies and procedures; read and interpret drawings, plans and specifications; computers and specialized engineering software applications, including CAD & GIS systems; demonstrate effective interpersonal relationships in bringing people together to solve problems; use initiative and independent judgment within established procedural guidelines. Must have the ability to: Interpret relevant codes and ordinances and identify their interrelationship; Assess and prioritize multiple tasks, projects and demands; communicate effectively in verbal and written forms; establish and maintain effective working relations with employees, officials, other development agencies and the general public; and firmly and impartially exercise supervisory authority.
