GENERAL DESCRIPTION OF WORK: Responsible for leading project management efforts in the division of Innovation & Technology. Responsible for leading all aspects of VIA’s innovation projects from initial concept to implementation. Works with various business divisions to finalize requirements, develop project plans and work with staff to create and implement technical designs for applications and digital initiatives. Responsible for creating processes that help develop VIA’s forward-looking approach to ensure VIA is a leader in providing solutions to help our customers move effectively throughout the greater San Antonio metropolitan area. The role will support the VP of Innovation & Technology in executing transformative innovative services for improving customer experience. Additionally, this role is expected to play a key role in guiding the establishment and ongoing development of a Project Management Office (PMO), ensuring consistent project management practices and improved governance across all divisions. ESSENTIAL FUNCTIONS: Engages with and conducts quarterly (or at other intervals as specified) reviews with senior business, IT, executives, stakeholder committees, the IT steering committee, and other relevant bodies to validate and access the project portfolio, execute change, and reprioritize to meet business needs as required. Ensures the oversight and coordination of dependencies across the projects and programs in the portfolio and resolve or escalate conflicts. Manages the capital planning process for respective business line(s). Drives vendor evaluation and selection for new solutions. Supports and advises executives on actions required to balance the portfolio of existing assets and services. Prepares and presents technical and nontechnical information to internal and external stakeholders in an effective manner and facilitates coordination of stakeholder and sponsor communications globally. Supports departments in piloting new ideas and policies and identifying opportunities for continual improvement. Leads reviews of any significant initiatives, projects or programs that are challenged and provides recommendations as to whether it should continue, be significantly changed, placed on hold, or discontinued. Directs the development, maintenance of communications and reporting around the IT project portfolios, their contents, and the individual performance of initiatives to stakeholders, the IT steering committee, and senior executives. Ensures the adherence to the appropriate governance functions, on behalf of the portfolio review team and steering committee, relating to the portfolio and in accordance with enterprise guidelines, policies, and practices. Performs regular health checks of project QA checklists. Directs the creation and maintenance of the required project portfolio documentation and artifacts. Works with the project teams to manage/oversee the full range of project life cycle (initiate, plan, execute, close) for projects covering a portfolio of projects which focus on the business needs of specific business line(s) or strategy. Collaborates with outside and partner agencies and groups, the private sector and policy makers to create effective and results-based partnerships. Researches, analyzes, and implements innovative projects which improves the transportation experience for residents and visitors. Leads technology innovation with a focus on understanding and evaluating industry trends, collaborating with industry technology leaders, and recommending innovation opportunities and strategies Coordinates complex tasks and deliverables across multiple cross-departmental teams to ensure on time, on budget delivery of innovation projects and new digital applications, capabilities and functionality. REQUIRED EDUCATION AND EXPERIENCE: Bachelor’s degree in Information Technology, finance, accounting, economics, or business administration or related discipline with a minimum of 5 years’ experience in project management and/or administration or an equivalent combination of education or experience. PREFERRED QUALIFICATIONS: PMP certification or equivalent project management certification. ADDITIONAL REQUIREMENTS: Must have demonstrated ability to strategically design solutions that support business requirements. Must be able to adapt Agile principles to both technical and non-technical projects Must have proven leadership/project management experience. Must be familiar with the development lifecycle for websites, web-based applications, and mobile applications. Must be able to work effectively with cross-departmental teams and IT staff. Must have the ability to work effectively in a team environment. Must be able to successfully interact with staff at all levels of the organization. Must have excellent written and oral communication skills for meeting facilitation and business writing. Knowledge of correct English usage, grammar, spelling, and punctuation required. Must be highly self-motivated and directed. Must have a proven track record of managing multiple projects simultaneously with measurable improvements in on-time and on-budget delivery. Must have very strong customer service orientation, with experience in stakeholder engagement and collaboration. Must have exceptional attention to detail with strong analytical and planning experience. Must have a sound understanding of strategy, transportation innovation, and business functional roles. Must be able to use program management skills to reach successful outcomes, with demonstrable experience in leading cross-functional teams to achieve project milestones. Must be able to collaborate and drive forward with diverse teams on new programs; successfully able to concurrently manage multiple areas of responsibility. Must have the ability to read and understand complex materials such as reports, instructions, and manuals. Must have experience in generating innovative solutions that have measurably improved project outcomes. Must be able to maintain good work attendance. WORK ENVIRONMENTS: Work involves deadlines and multiple priorities. Works within normal office environment. Must have periodic on-call availability.
