JOB DESCRIPTION AND POSITION REQUIREMENTS:

We are searching for an experienced, self-starting, and detail-oriented Grants and Contracts Administrator to join our Contracts Department at the Applied Research Laboratory (ARL) at Penn State University. ARL/Penn State's purpose is to develop innovative solutions to challenging national problems in support of the Navy, DoD, and Intel communities engineering and technology needs. In this role, you'll be a part of a dynamic team responsible for managing a high volume of delivery orders from pre-award to closeout, providing critical support to our U.S. Government customers.

You will:

  • Review and process new awards, modifications, and closeout activities in ARL's accounting system (SIMBA) and Penn State's Information System (SIMS)

  • Process invention disclosures

  • Prepare post award Administrative Contracting Officer (ACO) approval requests

  • Initiate and/or provide input for Work at Risk requests

  • Collaborate with the Proposal Department on the development and review of Task Description proposals

  • Act as point of contact for assigned technical office, as well as PIs and other stakeholders, monitoring and providing advice and guidance in all functional areas on all aspects of contract management, ARL standard operation procedures, and University and federal policies

  • Respond to and consult with the Navy UARC office, Government sponsors, PIs, Finance, Proposals, Accounting, and other departments throughout ARL and the University regarding a magnitude of topics

This position will be filled as an Advanced Professional or Senior Professional. Minimum requirements include a Bachelor's Degree and 3+ years relevant experience or an equivalent combination of education and experience for the Advanced Professional level. Additional education and experience is required for higher level positions.

Required skills/experience areas include:

  • Various sponsored research areas of expertise (contracts, budgets, property management, etc.)

  • Federal Acquisition Regulation; Defense Acquisition Regulation Supplement; Code of Federal Regulations part 200, with emphasis on Subpart E (cost principles)

  • Review and processing of agreements (both financial and non-financial)

  • CPFF-LOE contracting at the prime level, severable and non-severable contracting, and multi-clin (contract line item numbers) contracts

  • Work Breakdown Structures

  • Government Fiscal Appropriations; CLINs; sub-line item numbers (SLINs); and lines of accounting

  • Demonstrated ability to identify and solve complex contract issues, using proper steps to define and formulate ideas to reach a solution

  • Success in an office or remote environment, where various forms of communication, collaboration, and organizational skills were crucial to be effective to a broad range of stakeholders with a high volume of competing priorities

  • Proficiency in Microsoft Office

Preferred skills/experience areas include:

  • Systems Applications and Products (SAP) based financial systems

  • University Affiliated Research Center (UARC) or US Government Defense Contractor

  • Procuring Contracting Officer (PCO) or Administrative Contracting Officer (ACO) within the DoD Space

Your working location can be fully-remote or a hybrid on-site/work from home, located in State College, PA. You must have the ability to travel to State College, PA, for meetings, etc., as needed.

The salary range for this position, including all possible grades is:

$61,800.00 - $102,300.00
