Brown, Inc. has a career opportunity for a full-time, on-site, Government Property administrator AFSO to join our growing Engineering and Test Division. Our three divisions, Engineering and Test, Technical Services, and Mission Systems make DTB a diverse and interesting workplace.

This position will report directly to the Director of Corporate Compliance & Security. Under limited supervision, this position will work closely with Compliance and Logistics functional management, Defense Contract Management Agency (DCMA) and other US government agencies, customers and other Dayton T. Brown Inc. functions that contribute to the compliance of the Property Management System.

This ideal candidate will be a strong contributor with the ability to administer and/or maintain aspects of the Property Management System including support of multiple property lifecycle areas (i.e., acquisition, identification, utilization, maintenance, inventory, subcontractor control, relief of stewardship, and contract closure).

Your duties and responsibilities will include:



  • Primary programs contact for all matters concerning the management of assets including Special Test Equipment, Equipment, Special Tooling, and Materials.
  • Establish and manage liaisons with government agencies, external customers, contractors, employees, and managers. Coordinate with government agencies to obtain rulings, interpretations, and acceptable deviations for compliance with regulations.
  • Interfaces with other functions to ensure property record keeping and reporting.
  • Maintains an awareness of regulatory changes and their impact on contracts
  • Support compliance with all FAR/DFAR requirements and internal/external audit protocols.
  • Prepares internal and external reports about government property.
  • Maintain auditable backup data and files e.g. Self-assessment reports, subcontractor audits, loss of Government property reports, physical Inventory reports, inventory adjustment vouchers, Government property disposition reports, Government property completion certificates, corrective action plans, Government property management system approval letters, etc.
  • Direct interface with Government agencies on Government Property Audits, transfers, closeouts, inventories and other inquires for all cognizant prime and subcontracts.
  • Manage program support for all IUID/WAWF requirements
  • Submits the Government Property Completion Certification within 30 workdays to report all property closeout actions complete to the Contracting Officer Property Administrator, Contract Administrator, and prime contractor.
  • Assist the primary COMSEC custodian for incoming and outgoing classified/COMSEC material.


The ideal candidate will need the following qualifications:



  • Minimum associate's degree in business administration or a related discipline and/or 3+ years of government property/material handler experience in a corporate or government environment.
  • Solid working knowledge of FAR part 52.245-1 and 45, DFARS part 245; and other contract clauses impacting government property.
  • Must possess the ability to identify issues and develop solutions to a variety of complex problems of diverse scope.
  • Strong communication, analytical, computer, and interpersonal skills are required.
  • Must be able to work independently and on a team and represent the company as the prime contact on external projects.
  • Demonstrate ability to manage internal and external record management systems
  • Able to work extended hours and travel as required <5%.
  • Required Clearance Level: Must have the ability to obtain up to Secret
  • US Citizenship required



Additional experience with a plus:



  • Security Knowledge
  • Deltek Costpoint
  • Understanding of CFR Part 117 NISPOM Rule
  • Experience with procedures and practices for safeguarding National Security Information
