Job Summary:

The Director of Subcontracts oversees and leads the strategic management of subcontracting activities within the organization. This role requires advanced negotiation skills and extensive business experience to manage complex subcontracts ranging in size from $200k to over $30M. The Director develops strategies to leverage subcontract relationships, control costs, and improve efficiencies. They ensure alignment between organizational strategy and subcontractor obligations, while managing a team of contract professionals who handle subcontract development, negotiation, and administration. The Director will lead negotiations, optimize subcontract relationships, and support the organization's global Transportation and Defense business units.

Essential Job Duties and Responsibilities:

  • Directs and manages a team of subcontract professionals and invests in their development and career progression.
  • Directs and manages team members engaged in drafting, negotiating and administering subcontracts including amendments and addendums to ensure maximum benefit to the company. Subcontract types include DBOM, service agreements, hardware and software installation and maintenance agreements, supplier, consultant and contract labor, marketing, and banking agreements, etc.
  • Oversees and directs and approves competitive source selections and proposals, evaluations, negotiations, subcontract formation, administration, and closeout.
  • Manages all subcontractor performance and progress to ensure compliance with all subcontract terms including schedule and delivery, scope of work, cost, legal, regulatory, contractual and company requirements. Resolves complex issues regarding performance, claims and changes and recommends termination when appropriate.
  • Interfaces with executive level personnel from subcontractors to effectively negotiate and administer subcontracts within the Director's cognizance.
  • Keeps applicable Integrated Supply Chain team members informed of scope growth and other issues that may impact the program or the prime contract.
  • Manages process for establishing negotiated Non-Disclosure Agreements, Memoranda of Understanding, and similar agreements in support of subcontracts for execution in accordance with Company policies/approvals.
  • Act as primary point of contact for liaison with the subcontractors and for all subcontract correspondence.
  • Manages process for audits/reviews of subcontracts and subcontract payment administration activities.
  • Ensures conformity to department policies and procedures.
  • Ensures compliance with legal/regulatory updates affecting contracts and agreements.
  • Develop and direct subcontract mitigation plans for key subcontracts to ensure program continuity.
  • Assesses Make vs Buy and provides pay-back justification for new or existing contracts.
  • Analyzes and manages excess material liabilities and ensures minimum business exposure.
  • Provides procurement expertise across the business and supports the execution of a common approach across all groups.
  • Presents supplier audit reports to executive and senior leadership, with recommendations and/or corrective action plans.

Minimum Job Requirements:

  • Four-year college degree or equivalent in a business or related discipline, plus a minimum of twelve years of progressive experience in commercial, federal, or local government contracts/subcontracts, including five years at a senior management level.
  • Master's degree in applicable field preferred.
  • Must have demonstrated experience in managing competitive and sole source procurement that fully comply with Cubic's Subcontract policies.
  • Experience and knowledge of all types of contracts ranging in size from $200k to over $30M.
  • Ability to handle multiple projects, high volume activity and establish priorities in a dynamic business environment.
  • Previous demonstrable success at introducing world class supply chain solutions using lean techniques.
  • Thorough knowledge of prime/subcontract formation and administration activities and proven ability to negotiate terms, conditions, and price effectively.
  • Advanced analytical skills necessary to organize, plan and execute contracts, agreements, and strategic purchase orders.
  • Advanced interpersonal skills to interact in extremely delicate, sensitive, and/or complex situations dealing with U.S. and foreign agencies and commercial customers and suppliers.
  • Experience in international contracts and subcontracts is required.
  • Experience in public transit a plus.
  • Must be able to travel domestically and internationally.

Cubic Pay Range:

$160k -240k* + benefits.

*Our compensation reflects the cost of labor across several US geographic markets. The base pay for this position ranges from our lowest geographic market up to our highest geographic market.

Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
