Overview

The Distribution Inspector is to inspect and ensure that all construction activities are performed within a client required project scope of work (SOW), specifications, procedures, codes, standards, and safety requirements. This position requires constant communication in a high paced environment while contractors are working in restricted space and ROW areas within public and private property. Accurate and detailed communication is a must in this position and will be utilized daily for record keeping and progress tracking.



Responsibilities

Distribution Inspectors shall perform each of the tasks set forth in this Section, as required.

    Ensure all work activities are performed safely and professionally within the Company's operating procedures and industry standards and codes.
  • Document and submit daily reporting and forms of all construction activities daily to the Company representative.
  • Confirm the appropriate SDR rating of the polyethylene pipe being utilized for installation based on design drawings and compatibility with the existing pressure system.
  • Maintain daily records to support all installation activities, construction as built, and complete paperwork.
  • Inspect all materials before installation, including pipe defects, chatter marks, and gouges and material is installed per project specifications.
  • Ensure compliance with all project-specific environmental requirements, landowner stipulations, and construction requirements.
  • Ensure compliance with all city, county, state, and other agency permit requirements.
  • Ensure all third-party substructures (foreign utilities) are located before machine digging or HDD operations, including mark outs with active dig numbers and potholing/test holing when necessary.
  • As needed, communicate effectively with outside agency onsite inspectors, Contractor personnel, and Company personnel working on various aspects of construction projects.
  • If necessary, communicate and coordinate effectively with property owners and the public directly affected by project construction.
  • Communicate effectively with the project team during construction daily. The level of communication may vary depending on the nature and size of the project.
  • Inform Company representative immediately of any safety accidents or concerns, construction deviations, or any problems and anticipated problems - including line strikes, blowing gas, injuries on the job, etc.
  • Proactively communicate daily scheduling changes to Company representative.
  • Validate all Contractor OQs per Company Operator Qualification Program.
  • Observe all excavation, ensuring compliance with all OSHA safety requirements and Company clearance standards.
  • Inspect the plastic fusion process onsite, including but not limited to cleaning, scraping, and fusing; inspect the final fusion bead for adherence to Company standards and procedures.
  • Ensure plastic fusion equipment is calibrated and in working order, including overseeing the temperature reading of the iron and the cool-down procedures once fusion is completed.
  • Oversee all pressure testing and procedural work performed per Company standards.
  • Inspect meter set assembly, customer relights, service abandonments, and oversee purging operations, as necessary.
  • Ensure all components of customer services are installed per Company standards.
  • For welding inspectors with required certifications:
  • Ensure proper fit-up and joint design of welds per Company standards and applicable codes such as API 1104 and ASME B31.8.
  • Ensure appropriateness and adherence to the welding procedure(s) utilized.
  • Perform a visual inspection of completed welds per specified standards.
  • Prior to ALL backfills, HDD pull-throughs, or jack and bores:
  • Visually inspect pipe for noticeable defects to pipe coating. o Visually inspect pipe for gouges, dents, or other imperfections.
  • Verify all pipe is "jeeped" and holidays properly repaired prior to lowering in trench or pulled back thru the HDD path.
  • Once cured, verify that all field applied pipe coating meets Company's mil thickness and manufacturer's hardness specifications.
  • When utilized, verify all shrink sleeves or similar products used to protect weld joints are inspected for proper installation.
  • Coordinate with Other Contractors' survey crews to verify proper as built information is recorded.
  • Verify that proper padding and bedding exists around pipe; and
  • Verify that pipe is rigged and lowered into trench without damage to pipe or coating.
  • After ALL HDDs, verify that all visible pipe and weld joint coatings were not damaged during pull-through activities.
  • 7 Days Per Diem


Qualifications

Preferred or Required Skills, Experience, and Certifications:

Required:

  • High School diploma or equivalent
  • Valid Driver's License
  • Minimum of two (2) years' experience in gas distribution, polyethylene pipe fusion, meter sets, mainline installation, knowledge of underground locating, HDD process, and coatings.
  • Ability to read construction drawings, alignment sheets, and valve maps and translate to actual field constructability.
  • Familiarity with DOT 192 and OSHA regulations
  • Ability to read, interpret and implement the Company's OPM and all other applicable documents.
  • Required Operator Qualifications
  • Word and Excel computer skills
  • High capacity for attention to detail
  • Ability to work independently and in a team environment.

Preferred:

  • Expertise in the following specialties: o Corrosion / Cathodic Protection / AC Mitigation Jack and Bore / HDD o Materials Management
  • Coatings - AMPP
  • Certified Weld Inspector (CWI) or Certificate for Pipeline Welding
  • Inspection (CPWI)
  • OSHA Competent Person
  • GASWCC Level 1 Design Professional designation
  • API 1169 Certification

Work Environment/Physical Demands

  • Construction Sites and/or Client Right-of-Way (R.O.W.)
  • Client testing facility (occasionally)

  • Reports to the Chief Inspector, based locally with respect to the projects
  • May require extensive driving to reach job sites and/or client/E2 offices
  • Frequent ascending and descending of ladders, stairs, scaffolding, ramps, poles and the like, using feet and legs and/or hands and arms up in and out of pipeline bell-hole / trench / excavation
  • Maintaining body equilibrium to prevent falling and walking, standing or crouching on narrow, slippery, or erratically moving surfaces
  • Lifting objects in excess of 50 pounds from a lower to a higher position or moving objects horizontally from position to position
  • Ability to perform visual inspection of construction crew quality of work; using measuring devices; and/or assembly of fabrication parts at distances close to the eyes
  • Able to perform in both inside and outside environmental conditions in all four seasons throughout the continental United States - extreme cold (temperatures below 32 degrees Fahrenheit) and/or extreme heat (temperatures above 100 degrees Fahrenheit) for periods of more than one hour
  • Ability to sense potentially dangerous situations on a construction site, including hearing heavy machinery and vehicle back-up alarms
