The Construction Inspector - Mechanical and Plumbing performs on-site construction inspections and monitors construction operations to ensure compliance with work plans and contract specifications for major construction projects for the Metropolitan Washington Airports Authority (MWAA).

Serves in the Construction Department of the Office of Engineering, located at Washington Dulles International Airport (IAD) or Ronald Reagan Washington National Airport (DCA).

Oversees and inspects mechanical and plumbing installations on construction projects to ensure compliance with plans, specifications, codes, and standards. Responsibilities include reviewing project documents for constructability, monitoring contractor work for quality and safety, identifying and resolving issues related to materials or workmanship, and coordinating with stakeholders to address concerns. Additionally, monitors, performs coordination, inspects, and reports on Capital Construction Program (CCP) projects and large projects funded by the Capital, Operating and Maintenance Investment Program (COMIP). Performs related functions.

GENERAL RESPONSIBILITIES

Inspects mechanical, plumbing, and related systems.

Monitors contractor's progress to ensure activities, milestones, and completion dates are achieved on schedule.

Collects information and draft documents for management review and action.

Reviews and validates payment requests to ensure compliance with actual work completed and the contract specifications.

Works with engineers and architects, consultants, and MWAA staff to resolve conflicts and concerns.

Verifies materials and equipment delivered to the construction site comply with requirements.

Observes work and work methods to ensure the systems are constructed in accordance with acceptable practices, contract specifications, and safety requirements.

Conducts inspections of work in progress and upon completion to ensure an acceptable level of workmanship and compliance with plans and specifications.

Creates daily reports on construction status and progress and quality control/assurance.

Assists COTR in development and review of change orders and claims including preparation of scope of work, cost estimates, negotiation strategy, and position statements.

Assists the COTR as required for coordinating utility outages within the Airport for scheduling purposes. Coordinates and communicates punch list items and provides tracking through closeout of individual items.

Reviews project plans and specifications to ensure constructability. Reviews contractor work plans and provides comments to various stakeholders. Determines whether physical obstructions or other construction difficulties have been anticipated and whether materials specified are readily available.

Inspects materials, work methods, and workmanship to ensure each is in accordance with the approved plans and specifications.

Interviews contractor employees to ensure labor laws and regulations are followed.

Identifies work that is not in compliance with building codes and takes proper and timely action to notify the COTR of deficiencies.

Confers with site superintendent regarding construction or design issues. Consults with on-site and off-site architect/engineer personnel in the resolution of design conflicts or feasibility of construction changes proposed by contractors.

Prepares timely written documentation, including daily construction reports that details work performed and identify non-compliant work.

Writes various logs, technical notes and technical summaries.

Monitors construction activities comparing them against baseline and progress schedules to ensure on-time completion of work.

Maintains a deficiency list and tracks to ensure timely correction.

Develops draft notices to comply for COTR issuance, when required.

Follows all relevant safety rules, regulations, and standard operating procedures. Identifies and reports MWAA and OSHA safety violations to the COTR.

Performs other duties as assigned.

QUALIFICATIONS

Seven years of progressively responsible experience monitoring, coordinating, and inspecting the construction of mechanical and plumbing systems in a variety of projects including large commercial buildings, airport terminals, utility plants, and process plants.

Knowledge of and ability to apply key regulatory requirements of the building trades and generally accepted practices of the construction industry.

Experience monitoring quality control processes and ensuring work meets contract specifications, industry standards, and project design intent.

Experience utilizing project management systems (e.g. Unifier, Procore, E-Builder).

Expertise using Bluebeam Revu for document and site management documentation.

Expertise using office productivity software to draft documents, prepare spreadsheets, perform engineering calculations and statistical analyses, prepare presentations, prepare reports, communicate via email, conduct Internet research, etc.

Ability to perform complex analyses of data and information and make recommendations.

Ability to speak and write effectively.

PREFERRED QUALIFICATIONS

Experience working on major construction projects and contracts in the public sector.

Experience working on construction projects in an active airport environment.

Experience with installation of passenger and baggage conveyance systems including elevators, escalators, moving walkways and baggage handling systems.

VDHCD Certification as a Building Inspector mechanical and plumbing.

Certification in, and experience implementing, the U.S. Army Corps of Engineers Contractor Quality Control Program methodology and procedures.

EDUCATION

A high school diploma or a Certificate of General Educational Development (GED).

CERTIFICATIONS AND LICENSES REQUIRED

A state driver's license in good standing.

OSHA 30-hour Training Certification (or must achieve within 1year of hire)

NECESSARY SPECIAL FACTORS

Operates vehicle landside and airside (AOA). Must take airside driver training and pass test to secure AOA driving permit.

May be required to work 50% of the work hours on nights and weekends depending on project schedules and airport operations.

The work requires some physical exertion, such as long periods of standing; walking over rough, uneven or slippery surfaces; recurring bending, crouching, stooping, stretching, climbing. This position requires a predominant amount of work hours be spent on the job site.

Involves exposure to common construction workplace hazards and adverse weather. Position requires the use of appropriate Personal Protective Equipment (PPE) in compliance with MWAA safety policies and procedures. There is risk of injury from moving construction equipment and unstable materials in the work area.

A background security investigation will be required for all new hires.
