ANALYGENCE is seeking a Senior Acquisition & Assistance Professional to join our team with the following responsibilities.



  • Provides senior technical guidance & analytical support to client on development solutions reflecting strategic priorities.
  • Coordinate closely with Mission Offices and Acquisition & Assistance teams (e.g., Contracting Officers and A&A Specialists).
  • Serves as an A&A technical expert offering educational, analytical, and advocacy resources for thorny, complex, or unique procurement related challenges.
  • Works directly with Mission senior leaders and technical and A&A workforce staff on procurement policy, evaluation, innovation, and strategic risk-taking advocacy with Mission and Washington stakeholders.
  • Must be able to complete basic A&A Specialist responsibilities, including but not limited to processing requests for obligation in Global Acquisition and Assistance System (GLAAS), preparing award files and documents review and approval by the client's Contracting/Agreement Officer, developing cost analysis for business proposals, participating in pre-award surveys and audits, leading negotiations with offerors/applicants, etc.
  • Candidates must be available for domestic assignments as well as overseas deployments within two to four weeks' notice.
  • Must successfully complete government background investigation for facility access. (Current Secret clearance preferred)
  • Holds an undergraduate degree or higher from an accredited school.
  • Candidate has more than 10 years of broad and extensive A&A experience.
  • Have had demonstrated leadership experience providing oversight, training, coaching, and management of personnel.
  • Have engaged extensively with all sectors of a mission, including technical offices, program offices, and Mission leadership.
  • Highly skilled in negotiation techniques and handling all procurement actions, including Contract Review Board (CRB) actions, and is an innate team leader and active decision maker, with extensive expertise in managing contracts, overseeing local, regional, and international subcontractors and grantees.
  • Skilled in executing multi-million procurement actions, from the planning to the award stage and has demonstrated experience in conducting training and capacity building of the project staff, beneficiaries, stakeholders on the topics of Contract Administration, Cost Allowability, and Independent Government Cost Estimates (IGCEs), among other things.
  • Broad experience working across international development portfolios.
  • Extensive knowledge of Federal Acquisition Regulation (FAR)/Acquisition Regulation (AIDAR) and uniform administrative requirements for assistance in 2 CFR 200.
  • Skill in the use of most elements of desktop and cloud-based office productivity software (e.g., word processors, spreadsheets, and presentations) is required.
  • Ability to work effectively with individuals from diverse backgrounds and perspectives.
  • Have working language proficiency in the country being supported. (Preferred but not required).
  • Must be medically fit for overseas deployment.
