**Pay range for this position is $49,140 to $55,620**

Summary/Primary Purpose: To provide administrative oversight of the Omaha Social Services Low-Income Housing Tax Credit and U.S. Housing and Urban Development Section 202 housing properties.

Essential Duties and Responsibilities:



  1. Coordinate institutional/residential housing programs assets management and compliance, contract compliance, performance support, and planning for The Salvation Army's Low-Income Housing Tax Credit (LIHTC) and U.S. Housing and Urban Development (HUD) Section 202 (elderly) housing properties.
  2. Ensure housing programs are compliant with TSA policies and procedures (intake through discharge) and all contractual obligations to include but are not limited to LIHTC and HUD.
  3. Maintain accurate records and appropriate client files and prepare monthly statistical and narrative reports.
  4. Track property management ongoing capital improvements and property reserves accumulation toward acceptable physical status upon property turnover.
  5. Oversee all tenant meetings and provide participants with financial literacy, eviction prevention, financial assistance applications and lease agreements.
  6. Ensure decent and well-maintained housing, high occupancy levels and maximum rental flow, and appropriate and satisfied tenants.
  7. Conduct monthly unit inspections submitting work orders and providing follow up with any tenant notices and documentation of violations as applicable.
  8. Work closely with other agency case managers to assure consistency in philosophical and practice approaches to services.
  9. Provide expertise in all HUD/ LIHTC regulations and laws and attend training and meetings to remain relevant, contemporary, and financially sustainable as housing models, funding mechanisms, and service approaches evolve over time.
  10. Driving is an essential duty of this position.
  11. All other duties as assigned.



Supervisory Responsibilities: None

Education and/or Experience: Bachelor's Degree AND two years' experience in property management. Or 4 years of property management and LIHTC experience. Knowledge of Fair Housing Laws and experience in low-income housing management or social work administration in a managerial/ administrative capacity, with responsibility for housing asset protection and development.

Other Qualifications: Must pass all applicable background checks. Must possess a valid driver's license from the state in which you reside. Must be approved through The Salvation Army Fleet Safety Program to drive either a Salvation Army or personal vehicle on Salvation Army business. Must successfully complete Safe from Harm training within 90 days of hire, as established by The Salvation Army.

Certificates, Licenses, Registrations: Prefer HUD housing counselor certification.
