Description
As Manager of Academic and Staff Human Resources, the incumbent will provide leadership, supervision and direction to all human resource functions which support academic and staff activities and programs for UCLA Department of Biological Chemistry and HR cluster (Human Genetics, Clinical Genetics, UCLA-DOE IGP, Brain Research Institute, Physiology, Graduate Program in Bioscience, and DLAM). The incumbent will manage all academic and staff payroll/personnel functions for the department that include academic appointments and UCPath entry review, leave management, compensation review, employee and labor relations, training and development, preparation and submission of dossiers, benefit administration, payroll, academic salary funding, vacation accruals, credentialing, visa and licensure, recruitment, on and off boarding and database management. Other functions will include: oversight of developing and implementing procedures, establishing the organizational structure, training supervisory and operating personnel and establishing controls which permit timely monitoring and auditing of tasks to ascertain on a current basis the effectiveness of personnel and procedures which support human resource services. Salary: $8,541.67- $18,975 monthly
Qualifications
REQUIRED
- Bachelor's Degree or equivalent combination of education and experience.
- 5 years minimum supervisor experience.
- Thorough knowledge of Compensation Plan bylaws including Outside Professional Activities and the procedures and practices that govern these.
- Demonstrated ability to supervise, train, evaluate, and recruit staff.
- Adept in handling sensitive information and / or situations and maintaining strict confidentiality.
- Adept in composing business, personnel and/or payroll correspondence.
- Excellent ability to work collaboratively with staff, managers, and colleagues within and outside DGSOM.
- Thorough knowledge of benefits and retirement programs, preferably in a university environment; ability to interpret and communicate complex benefits information to employees at all levels.
PREFERRED
- Experience with UCPath / PeopleSoft or equivalent payroll system.
- Experience with Opus/Interfolio or equivalent dossier system.
- Experience with Academic Recruit or equivalent recruitment system.
- Knowledge of UC-wide Academic/HR Personnel Policies (APM) and bargaining union contracts, and the procedures and practices that govern academic personnel administration.
- Knowledge of University Personnel and Payroll policies and procedures, progressive discipline procedures and UC Bargaining agreements.
- Knowledge of University Graduate Division academic appointment policies and procedures as they apply to including graduate student researchers, post doctoral scholars and visiting scholars.
- Thorough knowledge of local, i.e. DGSOM and/or department, voting and compensation plan bylaws, and the procedures and practices that govern academic personnel administration.
