The Position

East Bay Municipal Utility District's (EBMUD's) Ranger Supervisors supervise the daily operation of a specific program in recreation and/or watershed management.

The list generated from this recruitment will be used to fill any Ranger Supervisor vacancies that may occur in the next 12-24 months. Positions exist in the Orinda, Lafayette and Mokelumne areas. There is one (1) immediate vacancy in the Orinda area. Applicants should indicate which position(s) they are interested in by answering the location preference in supplemental questions.

The ideal candidate will be a well-rounded professional with leadership ability who can manage, plan, organize, and schedule projects for a multi-person crew responsible for the construction, development, conservation, and maintenance of recreational facilities, watershed improvements, and natural resources.

Duties include maintaining and constructing fences, livestock watering systems, and landscaping irrigation systems and erosion control; watershed patrol and firefighting; range management and integrated pest management; developed recreation area management, and capital projects management.

Typical duties include:

*Supervising the daily operation and maintenance of a watershed and recreation program including scheduling, assigning, and reviewing the work of Ranger/Naturalist II and Senior Ranger staff.

*Supervising the management of watershed lands, focusing on the protection of watershed resources, water quality, and visitor health and safety including directing and overseeing the Watershed Headquarters facility use, administering facility and program safety plans, special event management, and public education programs.

*Managing up to 90 miles of trails for the safety and enjoyment of visitors as well as managing the development of new trails, oversight of the Division's volunteer program, explaining natural and historic features of the area, and answering visitor inquiries; conducting tours and presenting information to groups.

*Administering and coordinating the Division's Invasive Pest Management programs and grazing programs to maintain the health of the watershed and reduce flammable vegetative fuels.

*Maintaining records and preparing statistical and progress reports, assisting in budget preparation, and monitoring expenditures.

Areas of responsibility for all Ranger Supervisors include:

Technical Oversight: Planning and supervising the daily operation of watershed and/or recreation programs and providing support to Ranger staff as needed in developing operating procedures; planning, directing, and assisting in the prevention and suppression of wildland fires; using common PC word processing, spreadsheet, and email applications; and utilizing GIS-generated information.

Project Management: Planning and implementing recreation area or watershed improvement projects. Projects range from recreation area or watershed improvements completed by staff to large capital improvement projects completed by other EBMUD departments or outside contractors.

Staff Management: Developing work plans and schedules; evaluating performance, motivating employees, and administering discipline; providing technical and safety training; and promoting career development.

Administrative Oversight: Interpreting and conveying federal, state and local laws, codes and regulations, and EBMUD policies and procedures to Ranger staff; ensuring safety for employees and the public.

Communication: Providing timely and clear written and verbal reports on unit activities, preparing memoranda and reports, composing letters, addressing unit employees, contacting and responding to regulatory and other agencies, speaking with community groups and members of the public.

Budget Management: Developing and administering annual operating budget and multi- million capital improvements budget; accounting and administering revenue from developed recreation area and livestock grazing program.

Intra-EBMUD Coordination: Initiating contact with or responding to other EBMUD Recreation/ Watershed, Operations and Maintenance, or Regulatory Compliance units to ensure effective coordination of developed recreation, watershed patrol, and range management maintenance activities. Work may include assuring adherence to best management practices for listed and sensitive species management and other regulatory environmental requirements.

Emergency Response and Management: Responding to and providing leadership at the scene of emergencies such as wildland fires, floods, and search and rescue incidents; and creating plans and procedures to guide EBMUD responses to such incidents.

Supporting EBMUD Values: Fostering the EBMUD core values of Stewardship, Teamwork, Integrity and Respect in all actions and interactions.

The ideal candidate will have a combination of coursework and experience in range and/or watershed management, public recreation and/or fire science.

The Ranger Supervisor salary range is $11,212 per month increasing to $11,773, $12,362, and $12,980 after 6, 18, and 30 months, respectively.

Requirements

1.Completion of the twelfth grade, or its equivalent, AND

2.Three years of experience at a level equivalent to the EBMUD class of Ranger/Naturalist II, which has included work in watershed/recreation area maintenance and operation and construction, including duties related to range, forestry, fisheries, wildlife, watershed operations and recreation.

3.Must possess a valid California driver's license and a satisfactory driving record.

4.Must possess physical characteristics to perform the critical and important duties of the job, including sufficient swimming ability for self-preservation and for performing aquatic rescue operations.

5.Must be willing to work in a variety of weather conditions; exposure to fire, plants, and animal hazards; work on holidays, weekends, and off-hours shifts as required.

6.Must be willing to work overtime as needed.

The Selection Process

1.Submit a completed EBMUD application and the required supplemental question responses online at www.ebmud.com/jobs by 4:30 p.m., Friday, February 28, 2025. Only application materials submitted online during the filing period will be accepted.

2.Candidates must achieve a passing score on each test part in order to advance to the next step in the selection process.

3.All qualified applications and supplemental responses will be competitively evaluated, with those candidates demonstrating the strongest qualifications for the position to be invited to a work capacity ("pack") test, tentatively scheduled for early-April 2025 at EBMUD's Orinda Recreation area. Please see "WORK CAPACITY 'FIELD' or 'PACK' TEST" below for test details.

4.Those passing the pack test will be invited to a panel interview, which may include a work sample project to further evaluate job-related knowledge, skills and abilities and to rank candidates for further consideration.

5.Successful candidates will be placed on the hiring list, based on rank, for further consideration to fill the immediate vacancy, as well as others that may occur over the next 12 to 24 months.

6.The probation period for this position is 12 months. For those holding civil service status the probation period is 6 months.

7.All employment offers are conditional, pending the results of a Live Scan background screening. All selected finalists must participate in the Live Scan background screening process to remain in consideration for EBMUD employment.

PLEASE READ: INFORMATION ABOUT THE WORK CAPACITY "FIELD" or "PACK" TEST

Testing: The pack test consists of walking two miles in 30 minutes on a fairly level surface while wearing a 25-lb. pack carried over your shoulders/on your back. No jogging or running will be permitted. The pack test is pass/fail only. A weighted vest will be provided.

Background: The goals of passing the pack test are to better protect the firefighter's personal safety and health, to protect co-workers' safety and to improve the firefighting operation and function. Therefore, the pack test is intentionally stressful, and passing it a good indication of minimum fitness in the areas of aerobic capacity, muscular strength and muscular endurance.

Preparation: We recommend consulting a physician before substantially increasing your level of activity or beginning to train for this test. This is especially important if you are over 40; have been inactive; have a history of a heart condition, chest pain or loss of balance; and/or have a joint or bone problem that could be made worse by a change in physical activity. Applicants are strongly urged to train for moderate-level work capacity at least four weeks before taking the pack test.

Once you have been cleared to begin training, you will need: adequate footwear, comfortable clothing, a 25-lb. backpack and an accurately measured, safe and fairly level course. Training should start by walking short distances without a pack, gradually increasing distance and carrying weight up to the required pace (2 miles in 30 minutes) and weight (25-lb. backpack).
