About the Department
Enterprise Application Services ( EAS) is in the Office of Information Technology ( OIT) division at North Carolina State University. EAS is responsible for the design, implementation, operation, enhancement & maintenance of the University's enterprise business applications. This includes: development, operation & maintenance of all enterprise administrative systems (Financials, HR, Portal and Student Information Systems, etc.), configuration management, maintenance, enhancements, and application integration.
Essential Job Duties
The primary purpose of this senior position is to develop and maintain the University's Enterprise Financial Systems. This includes functionality for:

  • Accounts Receivable and Billing (External & Internal)
  • Asset Management and Surplus
  • Budget Management and Budget Projections
  • Capital Improvements Management
  • Financial Analysis and Reporting
  • Financial Security and Workflow
  • General Ledger, Interdepartmental Transactions, Journal Entry, and Online Monthly Account Recon
  • Post Award Management


The ITAP III/IT Programmer Analyst Sr. is an expert in functional business process analysis and advanced technical solution development and uses this expertise to implement advanced and highly complex software solutions with minimal supervision. This position works with the IT Manager, Project Lead, Team Members, and Functional Offices in order to: evaluate change requests; define functional or technical specifications; develop application code and system integrations; develop and execute unit, system and load test plans; migrate code; provide production support; and perform system maintenance. As a senior team member, this position also provides senior-level technical or functional guidance and support to more junior members of the team and regularly provides functional and/or technical decision-making with broad and often institution-wide impacts that affect assigned and other systems, students, faculty and staff. This position may also lead initiatives of moderate to high complexity and is expected to interact with leadership positions in customer units to ensure that developed solutions align with business needs.
Other Responsibilities
Exceptional customer service and partnership with campus and central offices in support of the business processes we support is essential. The types of projects assigned to an ITAP III include working independently to:

  • Design, develop, and understand complex business processes
  • Determine the complexities of technical processes and turn new functional requirements into seamless business process updates
  • Evaluate technical platform requirements for moving and upgrading applications from one platform to another
  • Determine the complexities and requirements needed to implement new application modules/processes
  • Review technical design and installation options to minimize business process disruption
  • Perform user and system acceptance testing to ensure the system meets user requirements
  • Perform data analysis to identify trends, insights to inform decision making and business process improvements
  • Write clear and concise documentation

Qualifications


Minimum Education and Experience

  • Master's degree and at least 2 - 4 years of relevant experience OR
  • Bachelor's degree with at least 3 - 5 years of relevant experience OR
  • An equivalent combination of education, training and relevant experience

Other Required Qualifications

  • Minimum of 3 years of previous application experience with Oracle/PeopleSoft Financial Supply Chain Management Software.
  • Excellent verbal and written communication skills in both technical and non-technical subjects including the ability to communicate effectively across multiple teams within the organization.
  • Ability to thoroughly document technical specifications, root cause analysis, and resolutions to technical issues.
  • Strong project management, organizational and time management skills with the ability to manage assigned project work and support tasks concurrently, to assist management with task assignments, and to take initiative in the development and completion of projects.
  • Ability to work within both traditional waterfall and agile project management methodologies.
  • Excellent problem-solving, analytical and evaluative skills with an ability to resolve complex, difficult technical issues.
  • Excellent data analytical skills.

Preferred Qualifications

  • Previous experience in a higher education institution.
  • Ability to follow strict quality control standards and unit/integration test development work to ensure that it meets business requirements.
  • Ability to receive and provide constructive criticism when appropriate and mentor/train less experienced team members as necessary.
  • Strong testing skills.
  • Excellent data analytical skills.
  • Strong understanding of business processes and system impacts on those business processes.
