Defense Financial Management Analyst

Kalman & Company is seeking to hire a mid-level Financial Management Analyst with an Active Secret Clearance to provide support and advisory services in accounting, budget execution, and budget formulation activities. This position will support DoD clients in Stafford, VA working a hybrid schedule.

Duties/Responsibilities:



  • Perform research and analysis of budgets, appropriations and execution data.
  • Develop and draft reports, documents and briefs with program inputs per programmatic requirement using Program Budget Documentation Database (PBDD), Program Budgeting Information System (PBIS), NAVSEA Headquarters System (NHS), and Defense Agencies Initiative (DAI).
  • Deliver reports on Unliquidated Obligations by researching and utilizing data from multiple financial management systems.
  • Update and deliver Budget Execution Summaries reflecting real-time status of commitments, obligations, and expenditures for multi-year appropriations at the requisite level of detail.
  • Evaluate and deliver analysis and recommendations on the Planning, Programming, Budget and Execution (PPBE) process and the tri-annual research and closeout process.
  • Prepare budget graphs, metrics, spreadsheets, analytical reports, and update financial and budget analysis spreadsheets, web systems, and tools.
  • Provide recommendations based on program input in response to funding taskers, external taskers, and PM reviews.
  • Recommend, update, draft, and deliver funding execution variance explanations for phasing plans.


Required Skills/Abilities:



  • US Citizenship is required.
  • Active Secret Security Clearance.
  • Bachelor's Degree in Finance, Accounting or another Business-related field
  • Candidate will have at least two years of related work experience.
  • Demonstrated ability to clearly articulate information both verbally and in writing.
  • Strong understanding of Federal Appropriations Law
  • Exceptional interpersonal skills: ability to work with a wide audience.
  • Excellent organizational skills and attention to detail
  • Proven ability to manage tasks/prioritize work to meet deadlines.
  • Strong analytical and problem-solving skills.
  • Proficient with Microsoft Office Suite or related software
  • Advanced Excel skills


Desired Skills/Abilities:



  • Understanding of Department of Defense budget formulation process
  • DoD FM certification/DAWIA Certifications/CDFM a plus
  • Master's Degree a plus
