Position Summary
The Planning Project Manager position is responsible for planning, scope development and preliminary budgeting for facilities related projects. The position is responsible for preliminary planning and programming of new infrastructure and construction renovation projects and has the responsibility to collaborate with project design, construction, and operations staff of FMD. Project types include multi-disciplinary projects (infrastructure, renovations, major equipment replacement, etc.) ensuring compliance with industry standards and codes. Work also includes some architectural concept design responsibilities as well as scope development. The position is required to make technical decisions within the scope of the project. This position will coordinate with various campus stakeholders and will develop positive working relationships with multiple units and departments campus wide.
Knowledge, Skills, Abilities and/or Competencies

  • Considerable knowledge of the methods, techniques and practices of construction and cost estimating.
  • Considerable knowledge of the sources of information for labor, materials and equipment cost.
  • Considerable knowledge of architectural and engineering project design, building codes, accessibility, relevant standards and regulations, occupational health and safety standards, etc.
  • Ability to develop and maintain strong client relationships and resolve project-related issues and conflicts.
  • Ability to provide innovative and inventive solutions to problems of varying complexity.
  • Ability to prepare basic architectural plans as to convey scope of work.
  • Strong communication skills, both written and oral.
  • Proficient with email and have the ability to manage electronic documents.
  • Ability to plan and to prioritize work.
  • Ability to use Microsoft Word, Excel and other computer software needed to perform duties to include AutoCad, photoshop, etc.

  • Standard for office setting.
  • Traverse a multitude of buildings with varying uses and occupancies during field verification and scope development site visits. This will involve access to mechanical rooms, roofs, vaults, etc.

  • Provide project Opinion of Probable Cost (OPC) to customers for budgeting and planning.
  • Document assumptions used and constraints on which the estimate is based.
  • Submit for written acceptance and customer approval.
  • Provide rough order-of-magnitude assessments during the planning process using software.

  • In the absence of a detailed written scope of work, which is the basis of the estimate, prepare a scope and submit in writing to confirm with customers.
  • Perform detailed site verification to determine accuracy of available record documentation.

  • Research the history of the project site.
  • Collaborates with FMD Facilities Inventory, Engineers, O&M shop personnel, and others to determine and document any operational issues associated with MEP systems serving the area(s).
  • Verify hazardous materials (asbestos, etc.) survey, pre-tab, and other routine testing have been considered for the project.

  • Conducts project initiation, scope development and budget coordination for FMD Facilities related projects.
  • Establishes and implements methods, systems, and procedures to systematically collect, update, and measure data integrity related to project planning, design and construction of facilities related projects.
  • Manages, maintains, and updates computerized asset management system and databases to facilitate and expedite the usability, accuracy, integrity and availability of data for project planning and operational purposes.
