Job Summary

This Analyst will serve as a member of the financial team with responsibilities including, but not limited to budget controls, critical analytical and fiscal management including educational and research grant funding, accounting, payroll/personnel resource functions/administration, and utilization reporting. This position requires experience and skills in resource/financial analysis and must be able to effectively engage with staff and management at all levels internal and external to the organization.

This position is responsible for the analysis and reconciliation of contracts and grants account (estimated to be over $42 million) in accordance with budgeted projections. Analyst researches issues, analyzes data, prepares reports, makes recommendations and meets with Principal Investigators as needed. This analyst provides accurate financial reports to Principal Investigators, the CAO, and the Finance Manager as directed on a monthly basis. This position works with the Finance Manager to project and make budgetary adjustments as needed and is responsible for purchasing, invoice processing and expense reimbursements on contracts, grants and operating budgets. This position requires a broad knowledge of University and UCDHS policies, procedures, practices and organization and requires minimal supervision and direction.

This position is responsible for the monthly reconciliations and production of the SOM Variance Analysis Report and the Physician Detail Report, and the Hospital Variance Analysis Report, which is provided to the Finance manager, CAO, Nursing Director, and department Chair, outlining the productivity and expenses by individual division and physician. In addition, this position will analyze all SOM operating, reserve and general fund accounts, monthly reconciliation and monitoring of accounts and operating funds, estimated to be over $25 million. The operating and revenue fund accounts for Emergency Services (ED) is estimated to be over $595 million. This position prepares additional financial summaries, trends, and ad hoc reports as needed. This position is also responsible for all activities and management of revenue contracts and agreements of the department under the direction of the Finance Manager.

This position will liaison with the Office of Research, Accounting and Financial Services, Business Contracts, and School of Medicine Divisions and Departments to perform the fiscal and regulatory administration of extramural and intramural research resources.

  • No minimum education required.
  • Experience with KFS, UCPATH, COGNOS, Decision Support, Aggie Travel, Aggie Buy, D-Line, EPSI, EMR, CAMS, PeopleAdmin (PeopleSoft eHR) and Aggie Service.
  • Administrative experience in a research or University environment, including experience developing timelines, policies and procedures, contract and grant administration, and budgets.
  • Expertise with university policy and procedures relating to personnel and payroll, mandatory.
  • Demonstrated knowledge of University accounting/financial/grant policies and procedures.
  • Ability to manage multiple funds involving different accounting procedures including analysis, reconciliation, projection, fiscal closing and grant preparation.
  • Demonstrated knowledge of University policies and procedures on purchasing, travel, entertainment, transfers of expenses, invoicing and collections is mandatory.
  • Expertise with university policy and procedures relating to personnel and payroll, mandatory.
  • Demonstrated ability to use and understand computer software and web-based applications to include Kuali, DaFIS, PPS, Decision Support, Lotus Notes, Effort Reporting System and other Windows-based programs.
  • Organization skills to set work priorities with pressure of deadlines.
  • Ability to plan, anticipate operational needs, forecast deadlines, set objectives/goals, multitask, and coordinate assignments including follow-ups.
  • Ability to effectively and efficiently work in an independent fashion in an organized and self-directed manner.
  • Ability to readily adapt to change. Ability to analyze problems, suggest solutions, make decisions, and initiate resolutions actions for the effective management of the purchasing, accounts payable, and accounts receivable activities in the Department.
  • Ability to assemble project budgets, perform reconciliation of ledgers and financial accounts, develop spreadsheets and databases.

Preferred Qualifications

  • Demonstrated knowledge and experience using standard accounting principles and practices.
  • Demonstrated advanced knowledge and expertise in the use of Excel, especially pivot tables.
  • Excellent interpersonal and communication skills, both verbal and written, to understand and appropriately respond to multiple and frequent inquiries, requests and instructions in a courteous, cooperative and professional manner.
  • Tact, diplomacy and flexibility to effectively deal with faculty, staff, agencies and others.
  • Ability to represent the Department in a professional manner.
  • Ability to enhance performance through training and evaluation.
  • Ability to establish and maintain filing systems, databases and spreadsheets. Must be able to coordinate and organize a high volume of record files efficiently.
  • Ability to deal with conflict in a constructive manner and ability to work in a fast-paced environment.
  • Demonstrated knowledge in federal financial guidelines as stated in OMB-Circular A-21 and federal audit guidelines in OMB-Circular A-133

Department Overview

The Department of Emergency Medicine is a clinical, research, and academic department within the UC Davis Health System with administrative departments in both the UC Davis School of Medicine (SOM) and the UC Davis Medical Center (UCDMC). The research responsibilities include the promotion and support of science, translational, and clinical research programs by the faculty members. The clinical mission includes the hospital Emergency Department that evaluates and treats over 70,000 patients as a Level 1 Trauma Center. Faculty members provide both clinical and didactic teaching of undergraduate students, medical students, residents and fellows as part of the academic responsibilities of the Department. The combined Emergency Department (comprised of the School of Medicine Emergency Department and the UCDMC Hospital Emergency Department) includes approximately 300 FTE's. The Department consists of: 60 faculty, 70 volunteer clinical faculty, 10 clinical fellows, 200 staff employees, including MSP physicians, junior specialists, student assistants, and career staff.
