Job Summary
Under general supervision, provide analytical support and planning for projects and programs to the campus-wide occupational health program, which includes the Research and Teaching Animal Care Program in the Office of Research, Teaching and Research Animal Care Services (TRACS) Husbandry Services, Campus Veterinary Services, the Institutional Animal Care and Use Committee, and numerous additional vivaria within the Animal Care Program. Develop proposals and recommendations to program in support of strategic initiatives, participate in policy planning committees and working groups, ensure consistency between groups, and ensure UC policies are followed during these processes. Manage the UCD Rodent Biosecurity Program including evaluation of current health status of all rodent facilities across both the Davis and Sacramento campuses (currently 12 different facilities); reviewing animal transfer requests; and critically evaluating the health status, IACUC approval, and workflow processes required to maintain this critical component of the Research and Teaching Animal Care program. Problem solving and having critical conversations with investigators when requested transfer cannot be approved. Provide continuous analysis of policies and processes regarding biosecurity and animal transfer including research and comparisons to best practices. Provide administrative support on projects that are sensitive or complex in nature that require critical thinking skills, confidentiality, independence, and initiative in execution and implementation in a dynamic work environment. Understand the requirements of the Associate Vice Chancellor (AVC), Research and Teaching Animal Care Program and Director of Operations, Teaching and Research Animal Care Services in order to support and prioritize requests and activities from areas within the Animal Care Program (compliance, research and teaching animals husbandry, per diem rates, veterinary units, controlled substances, Institutional Animal Care and Use Committee (IACUC) and administrative unit, Institutional Biosafety Committee (IBC), strategic initiatives, electronic research administration systems, business/finance, and HR). Coordinate comparisons of recharge rates across other UC Campuses and comparable academic institutions. Provide primary support to callers and visitors, independently handling items that do not require the attention of the AVC and/or Director of Operations. Manage the calendar of the AVC, Associate Director, and TRACS Director of Operations coordinate meetings, events and travel, working closely with various campus departments, advisory boards, committees, and others to assist with logistical needs. Manage administrative needs of other staff within Campus Veterinary Services (CVS), Teaching and Research Animal Care Service (TRACS) and IACUC. Ensure all activities remain within campus and UC policies. Conduct project implementation, consultation, evaluation, research and analysis. Implement and maintain project plans and strategic initiatives, department communications, schedules and the Research Administration budget. Arrange and keep records for task forces, policy development and best practices. Analyze data resulting from committee activities and campus-wide surveys. Participate in rate assessment process and budgetary analysis. - Bachelor's degree in related area
- Experience performing complex administrative and analytical support functions in a fast-paced executive-level office with competing demands and ability to multi-task with demanding timeframes including writing, editing and proofreading skills to quickly and accurately produce letters, memos, reports, press releases for target audiences, and to update website content using appropriate grammar and punctuation.
- Experience developing and implementing plans, and coordinating activities for projects and initiatives in a large comprehensive program. Project management skills to develop, evaluate and direct projects, handle multiple priorities, monitor ongoing strategic initiatives and track progress and manage tight time lines with attention to details.
- Experience working in a professional environment with diplomatic insight to handle sensitive or difficult situations diplomatically, to represent high level executives with tact and discretion, and to work effectively and sensitively with constituents from diverse cultural backgrounds and perspectives. Experience with customer service.
- Experience managing electronic calendars, and scheduling and coordinating large, complex meetings, conferences and special events.
- Experience creating and maintaining databases including manipulating and extracting data for spreadsheets, and producing reports. Experience using computer skills in Microsoft Suite including Access, Excel, Word, Outlook, and web editing software to manipulate text files and work from a variety of sources (databases, Word files, plain text files, PDF, email, etc.). Skills to conduct research and analyze information from multiple sources, summarizing findings into clear and concise written format using text, graphs, tables, etc., to respond to requests for information from leadership, external stakeholders, state and/or federal agencies.
- Exceptional communication and interpersonal skills to interpret and explain policies and procedures, to establish and maintain working relationships with people from diverse backgrounds at varying organizational levels, to handle sensitive situations diplomatically and to facilitate or negotiate resolution of problems.
Preferred Qualifications
- Experience working in an academic institution of significant complexity and breadth.
- Experience analyzing and extracting complex information to determine level and scope of impact, evaluate risks/consequences, and develop creative solutions.
- Knowledge of UC Davis, UCD campus resources, and campus organizational structure. Skills to interpret university policies and procedures.
- Knowledge of and experience with the UC Davis Animal Transfer System and IACUC database. Experience working with animal transfers including the need for IACUC approval, experience working directly with investigators to problem solve transfers that cannot be approved directly.
- Specific understanding of requirements for transfer of USDA covered species and understanding of Campus Veterinary Services scheduling procedures.
- Robust analytical and solution driven approach to problem solving. Skills to prepare short and long-term strategic planning reports.
- General understanding of animal biosecurity as it relates to work and traffic flow, understanding of a rodent health surveillance program, excluded agents and processes required for animal transfers between vivaria.
