PURPOSE OF CLASSIFICATION *POSITION AND SALARY DETERMINED BY EXPERIENCE. PLEASE SEE MINIMUM QUALIFICATIONS* The purpose of this classification is to perform technical work to install, to configure, and to provision the department’s automated efforts deployed at the Town of Jupiter Water Treatment Plant and its associated facilities. The position encompasses the technical training of other Operations Technology staff on the department’s automated solutions. ESSENTIAL FUNCTIONS The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. Under the supervision of the Operations Technology Manager, provisions, maintains and administers the 24x7x365 industrial network consisting of switching and routing, virtualization, SAN, Windows and Linux servers, firewalls, thin clients, workstations, radio telemetry systems, PLCs, PLC protocol translators, printers and other networked peripherals. Performs technical, skilled, and manual work associated with the installation, configuration, programming and maintenance of all programmable logic controllers (PLCs), computer operating systems, applications, networks, radio communications equipment, security and other related communication systems for the water treatment facility and its remotely monitored sites. Performs PLC edits to new and existing ladder logic, function-block editing and related programming as needed. Provisions, maintains and administers the SCADA HMI server and client software including the I/O tag database, communication drivers, screen development, security configuration, historical trending, reporting, web server and other related applications. Provisions and maintains the FCC licensed and unlicensed radio modem communication systems at both the main facility and remote sites. Such maintenance includes the programming of radio modems, the installation of antennae, the assembly of cabling, connectors, and surge protection, the contracting of outside service for repairs and other related work. Administers and monitors networks and networked devices for vulnerabilities or similar malicious activity using end-point security software, firewalls and other cybersecurity tools. Coordinates and consults with the plant programmer and local panel integrators to design, to build and to install RTU and RIO panels as needed for the water treatment process and other supported locations. Reviews and edits schematics in CAD, Visio or other software tools. Works with the electrical staff to inspect and to test instrumentation and equipment. Identifies equipment issues affecting proper and efficient plant operations as well as the safety of fellow employees. Determines parts needed to make repairs. Prepares purchase order requests for such parts. Maintains the inventory of those parts deemed vital to facility operations. Provisions and configures Variable Frequency Drives (VFDs) for network communication and modernization. Maintains an understanding of the Systems Development Life Cycle (SDLC) and has experience programming in a language such as Python, JSON, XML, C, C++, Visual Basic, .NET, SQL, batch scripting or other. Maintains and upgrades the SQL database reporting software tools for internal and external agency reporting; familiarity with XLReporter will be required in this position. Maintains the SCADA IIS Web Server; performs HTML web page design as required. Uses word processing, spreadsheet, database, and presentation software to enter, retrieve, review or modify data. Verifies accuracy of entered data and makes corrections where applicable. Responsible for the presentation and training of SCADA Systems Analysts, programmers, electricians, engineers and other staff with computer hardware, software, networking and programming requests. Attends industry-based training upon approval and stays up to date on the latest information technology and industrial automation trends. Assists in and documents various work activities including equipment maintenance, calibration data, changes to existing systems and proposed designs. Maintains job-related files, records of drawings, maintenance records and other plant documentation. Coordinates the employment of outside vendors, engineers, technical consultants and staff when necessary; participates in and runs facility meetings when necessary. Operates a variety of equipment, machinery and tools used in department projects/activities, which may include a utility truck, calibrator, handheld calculator, multimeter, mechanic’s tools, drafting instruments, electrical testing instruments, two-way radios and/or general office equipment. Assists in field instrumentation installation, calibration and repair when deemed necessary. Expected to be on-call and respond to SCADA emergency situations. Participates in emergency preparations for storm, hurricane, and/or security operation. ADDITIONAL FUNCTIONSPerforms general and clerical tasks, which may include, but not limited to, answering telephone calls, typing documents, making copies, sending and receiving faxes or filing documentation. Prepares annual budget requests and notifies the supervisor (Operations Technology Manager) of high-cost items. Provides assistance to other employees or departments as needed. Performs other related duties as required. MINIMUM QUALIFICATIONS Senior SCADA Systems Analyst Bachelors, Associates or higher degree in Applied Science, Electronics Engineering & Technology or a closely related field supplemented by three (3) years previous experience or training in water/wastewater operations, programming, installation, maintenance and administration of Access Controls, CCTV, SCADA or other Operations Technology networks. OR High school diploma or GED supplemented by five (5) years previous experience or training in water/wastewater operations, programming, installation, maintenance and administration of Access Controls, CCTV, SCADA or other Operations Technology networks. Must possess and maintain a valid Florida’s driver’s license. Bachelor’s Degree or higher in Computer Science or Electrical Engineering preferred. Candidates for consideration should possess or show proof of working towards at least two of the following current certifications: Allen-Bradley RS Logix 500 and 5000, CTI 2500 or Siemens 505 Series, Siemens S7-200, or other PLC Manufacturer; GE Proficy or other SCADA HMI software; FCC Operator Technician License; CompTIA (A+, Network+, Server+, Security+); Cisco Switching and Routing (CCENT or higher); Microsoft Workstation or Servers (MCP; MCSE); virtualization software; Linux; Firewall Security; any ISA Certifications. SCADA Systems Analyst Salary: $60,653.34 Bachelors, Associates or higher degree in Applied Science, Electronics Engineering & Technology or closely related field supplemented by one (1) year previous experience or training in water/wastewater operations, programming, installation, maintenance and administration of Access Controls, CCTV, SCADA or other Operations Technology networks. OR High school diploma or GED supplemented by two (2) years previous experience or training in water/wastewater operations, programming, installation, maintenance and administration of Access Controls, CCTV, SCADA or other Operations Technology networks. Bachelor’s Degree in Computer Science or Electrical Engineering preferred.
