Position Summary The Climate & Energy Senior Program Manager will help Sierra Business Council advance our climate impact initiatives. Our team is dedicated to implementing programs that achieve significant emissions reductions and cost saving measures for communities and jurisdictions in the Sierra Nevada. We are looking for an innovative mission/value driven team member to help us advance our portfolio of climate and energy projects.
This position will work on the Climate & Energy (C&E) Team, with a focus on the proposed Rural Regional Energy Network North (RRENN) program and the Sierra Nevada Energy Watch (SNEW) program, but may include other C&E programming, such as the Truckee-Tahoe Building Decarbonization Program (TTBDP) and the Climate Transformation Alliance (CTA). The proposed RRENN will expand access to energy efficiency services to 14 Sierra Nevada counties, 2 of 4 covering six program areas for residential and commercial sectors in resource acquisition, equity, finance, workforce education and training, and codes and standards. The SNEW program offers energy efficiency technical assistance to public agencies and small businesses. This position will manage these programs in meeting their deliverables to assist Sierra Nevada communities in implementing climate action and energy efficiency measures.
ESSENTIAL FUNCTIONS & RESPONSIBILITIES: The Senior Program Manager position is responsible for managing C&E programming, including providing program design and execution, team guidance, and client management. The Senior Program Manager will assist in the development of RRENN programs and will have oversight and implementation over select C&E programming, which may include SNEW, a few of the RRENN programs, TTBDP, CTA, and greenhouse gas/climate action planning projects.
Primary position elements include, but are not limited to:
- Program management of C&E programs, including RRENN & SNEW
- Designing and implementing C&E programs, including RRENN & SNEW
- Setting up efficient workflows and processes for C&E programming
- Supervising, coaching, and mentoring C&E team members
- Managing budgets, contracting, and invoicing for C&E programming
- Developing deliverables (plans, reports, data analysis) and presenting to clients
- Planning and monitoring timelines to complete projects on time and within budget
- Engaging and building relationships with stakeholders and clients
- Developing strategies to build or continue customer outreach and engagement
- Assessing and pursuing new business development
- Researching, cataloging, and monitoring local/state energy-related policies, codes, and regulations
RRENN position elements may include:
- Designing energy efficiency programming:
- Residential & commercial incentives, technical assistance

- Program management, including developing, conducting, or overseeing:

- Third party WE&T program implementers and local stakeholders collaboration
- Managing program budgets and submitting invoicing to the RRENN Lead Administrator
- Conducting program cost effectiveness tool (CET) assessments
- Collaborating with RRENN Governing Partners
- Monitoring and responding to CA Public Utilities Commission's regulatory policies
SNEW position elements may include:
- Program design and execution of SNEW's energy management services:
- Oversight and development of energy benchmarking analyses and reports
- Oversight and development of energy audits and reports
- Evaluation of energy efficiency measures, including calculating energy and cost savings
- Navigation of rebate, incentive, and financing programs for energy efficiency implementation
- Meeting facilitation for clients and stakeholders
- Assessment of new technical assistance services and approaches
- Designing outreach strategies to engage clients with SNEW services and increase recruitment and retention
- Developing educational materials targeted to SNEW client energy efficiency needs
- Developing SNEW invoicing and reporting deliverables: annual, quarterly, and monthly
- Coordinating with and presenting deliverables to the SNEW contract manager
Other C&E program position elements may include oversight of:
- TTBDP's WE&T contractor heat pump training and homeowner electrification education
- CTA's management of Governing Partners and facilitation of programming
- Truckee's Dark Sky Lighting Rebate Program implementation
- Community-wide and government operations greenhouse gas inventories production
- Climate action measure identification and quantification, as well as plan development

PREFERRED SKILLS & QUALIFICATIONS:
- Bachelor's degree in a relevant field, Master's Degree preferred
- 10+ years of project implementation experience
- 3+ years of experience with program management (from design to implementation) of REN and/or utility projects
- 3+ years of directly supervising staff, leading high performing teams
- 3+ years of working on energy efficiency measures and rebates
- Demonstrated ability to conduct technical and quantitative analysis
- Strong technical writing skills and ability to clearly convey complex technical topics
- Strong ability to successfully manage multiple programs simultaneously
- Ability to set priorities and meet deadlines in a fast-paced environment
- Must be a self-starter and function well independently and in teams
- Ability to identify early deviations in project or areas for improvement, and present and execute solutions
- Experience designing and executing client outreach and recruitment tactics
- Ability to synthesize information, including internal and external feedback, data sets, research, and policy
- Experience developing clear and compelling presentations
- Acute attention to detail and excellent organization skills
- Ability to navigate issues and risks through diplomacy and positive solution identification
- Collaborative and effective communication skills - oral and written
- Ability to develop strong, effective relationships with clients, stakeholders, and team members
